This should be an easy on.
How in darkbasic would I be able to cover a 3d screen with a
blue semi-transperant look like
remenber when in doom when you were near radiation it was green but
you could still see the scene behind the green color.

I wanna use it for shields up in a my space simulator
(Hydroxen 9).

I would asume a ghosted blue plain just in front of the camera would do it.

Oh oh oh! Use gamma. set gamma 100,100,255 or what ever you want. It will make the screen darker as well, but should do what you mean.

I like the origonality

The problem with the gaming community is people think that the resolution of a game defines how good it is. I am not afraid to make a game where the main character is 50x50.

the problem with gamma is that it will change the colour of everything, including the HUD
