Terrain is generated in software, it's displayed in polygons, just as everything else is. If it's not responding, there's something else entirely at fault. It most certainly wouldn't be just the terrain, because if it can't render that, it can't do 3d period.
There might be a lack of video memory on the video cards at the library. The libray might have cards that aren't capable of 3D at all. Or the 3D support might be a complete joke like on intel's video chipsets.
