If you installed your own Operating System, other then whats provided it might be a case of special drivers for specific hardware parts like all laptops. check out the dell site for the drivers.

Have you consulted the manual that came shipped with your computer?

[3] Usually laptops have a function key or fn key that allows you to use the numerical numbers across the top for different functions.

You might have to be more specific.

Does the simple capslock key run, or are you talking about something else, like backlight display, if so re-read 2 and 3
