Sure can, it offsets the entire object. So if you were to load up an object at 0,0,0 then offset limb 0 by 100,0,0 then rotate on either the Y or Z axis, it would appear to be orbiting around position 0,0,0 at a distance of 100.

Damn. I had a problem with a model ofsetted in the modeler y too much, this would have solved all my problems.
