There's plenty of good programs - try Photoshop (Commercial) or Gimp (Free).

I am always amazed by people who have expensive software and don't have a clue how to use it. I wish I had money to throw at things I don't need. Photoshop has many tuts online.

paint.net is very good and free. If you want to make realistic textures, start with photos of what you are looking to make and alter or recreate them to your specific needs.
