How could I make an IDE? Can you code them through DBP/DBC or something else? Please help me understand this.

You should buy Blue GUI, or use some other GUI package, and work from there.

I made a Basic Syntax Highlighter once using a BlueGui RichEdit

If you have blue then this link may give you some sort of idea, but most people made IDE's in other languages as darkbasic is slow with String manipulation.

If you really want to make an IDE (especially one that works fast), I suggest that you do it with Visual C++, you can get the 2005 Express edition for free.
