FPSC Classic Scripts / HUD image over HUD image?

I'm trying to get one HUD image to appear over another HUD image...

The problem I'm having is that the one to be on "top" is always showing up behind the one I want in the background!!

I have the background hud loaded first, and even displayed first.

What's going wrong?
