Does anyone know if this is a scam or not. Apparently the POBox dial-up is free, in the sence that there is still the local call rate charge from bt. But no 4p/m on top like on tiscali.

Doesn't sound likely... what would they get out of doing this for free? Even if they did, I doubt that they would have dedicated technical support and the like so if something went down I wouldn't hold your breath waiting for it to get fixed.

Also, Dial Up? Really? Why?

It's pay as you go Dial-up. It costs nothing to sign-up. If you get it, make sure do you don't leave home with it on.
