Are we allowed to post program announcements that aren't made in DBP, DBC, FPSC, or any other TGC program? (In the program announcements board.)

Most certainly not. Post it on Gamedev.net.

The exception would be a utility or plugin that can be used by the community. That would be acceptable.

Not on the program announcements board, but if it's interesting for some particular reason, program announcements of that type have been allowed elsewhere on the forum - in fact, scratch the first part, stuff like that is usually allowed in Programming Talk I believe.

Programming Talk is the place for it, but unless it provides any use to users of this forum (or you're well-known enough to have people want to know what you're doing other than with TGC stuff), then don't really bother.
