Alternatively, you could always just program it yourself through C/C++ if you know the language and understand whatever API you need to use <Such as Nuclear Fusion For the easy to use GUI stuff, or source of WinGUI>.

I mean one that doesn't need you to know any more programming just a simple install maker like the click team and actual installer one?

No, it has a wizard, that helps you make an installer without any programming. And it's IMO the best program to do this...
