Depends on the model you get really, the low-end ones run on a JavaOS which is just damn slow; but their high-end UIQ3 ones are pretty damn responsive.
That said I seriously hate their move from control-sticks to a twitchy (and freaking large) d-pad. The keypads are different between the models too, for example the K510i that I current have as an emergency phone (have an iPhone as my normal one) has really well spaced out keys that are easy to press and feel nice.
But the model my brother has K850 or something, feels like it was put together with the cheapest materials ever.
This said, despite prefering their menu system the most; I've since replaced the OS on my K510i with an XMB style.. works very nicely

Samsung are very quirky design.. don't like how the buttons constantly change their context either; but they feel quite low quality and it's difficult (atleast for me) to press the buttons and hit just one.. or for it to register without hammering it.
Then you get down to the OS design itself and god, it's like it was put together by someone who loves hiding things behind endless menus.
That's partly why I dislike Nokia as well actually, because the whole phone is built-up from pure shortcuts for everything .. so in order not to hit the wrong thing by mistake you've got to really know the damn thing inside out. Generally get too pissed off quickly with it.
Wish more phones had the option (or atleast hackable option) to replace the OS.
