I don't think so. Paying $25 for things that can easily be done in C++ wouldn't seen logical.

I think you might easily find plenty of SDKs and Libraries for the things it does, freely on the internet, like OggVorbis, EAX and etc.

This pack will not get converted. As kBessa says it's easier to download free SDKs and use them.
