Another cry for help and me wee 2D rpg.

I need a camera system for it, and I can't decide how it should be doen.

I want the camera sys to:
#1 - NEVER keep the character ALWAYS centered
#2 - Move a bit over towards the character when he gets near the end of the current screen
#3 - Move to include enmies fighting..

But..I don't really have any idea for #1..How would I do that? What would be the idea behind it? What squares etc...

(The map DISPLAYED is 18x14 XY. Each square is 32x32, just for a frame of refrence)
