How do you create relief maps? I have gimp, paint.net, craxybump, but i need to know... how can i create a relieef map?

I thought there were some info on the X10 board...though
i could be wrong.

Basically from what i have seen....its like a bump-map....(no not a normal-map, bump-map is a greyscale version of a normal-map correct me if i am wrong)
