I downloaded water decals, but i don't see them if i am under the water. How i can see it under it??

You can't unless you make an semitransparant entity and place it just beneath the water.That way you see the water from the top and when you come back up or look up you will be looking through the semitransparant entity thus giving you the illusion of being underwater.
All water decals (at least the ones I have tried and I have Simon's sprite pack) are invisible from underneath.

Any decal is invisible from underneath, due to the fact that there is only one face in a decal, the one you can see when it rotates. Adding the decalfixed script means that it doesn't rotate to face you, meaning you can see the invisible face.

If you use decalfixed.fpi (you may have to rotate the decal if using this) you will see the decal from underneath.

I have used decals for light rays/water so on and have never had any problems getting them to show on both sides,in fact I use these instead of planes for that very reason.

Yeah most of the water decals and overlays use decalflat.fpi which doesn't show both sides.

Not working, if i chane Decalflat.fpi to Decalfixed.fpi, water is only like wall.

use jpg for screenshot. its not that hard. Even paintbrush from xp+ can save as jpg

As said you need to rotate the decal,use keys 1-6.

Right click then set in the main, to Decalfixed.fpi after that all you have to do is rotate it using the keys above the letters! not on the numbpad. To rotate it to where you need it.
