You USED to be able to request scripts here, but it got out of control and no body was doing themselves a favor by learning to script, theyw ould just come in here, post up a request and come back when someone did it for them. It got very annoying and we weren't seeing any benefit out of it.
If you want to offer some payment for someone doing a script for you, then I believe that is allowed around here. It's just a measure to keep the requests under control. I used come in here everyday and there'd be an entire NEW page of threads just asking for scripts to be made for them.
Sometimes people will ask "is this possible" and try to be sneaky about it hoping someone will do it. More often than not, you're just going to get a properly placed "Yes" or "No".
And if you ask "How can I do this?" Then don't get all disappointed because we started talking script to you expecting you to understand and actually apply it to your own script.
Short answer: Just as CG said, learn to script. It'll save you hours or even days or weeks of waiting, plus you won't be populating a board full of unneeded threads asking someone to do free work for you.
IMHO, if you want something from us, then we should be getting something from you. If you're truely feeling overwhelmed by a script or just don't know if it's even possible, ask here if it's possible, and if someone says "Yes" then offer to pay them to do it for you. It may work and it may not. Some people just aren't persuaded by money and some generous people may even feel pity on you and do it for free, just because you offered some compensation.
