Often times while playing a 3D TYCOON like clone game, I point to a object, then a blue textbox will open and display TIPS on what the object is and how to play the game. The text within the box is white and the box itself is blue and you can see through it (transparent). How do you create this?

Use the pick object command to find out which object your cursor is over. Here's an example

To make the box transparent, use a sprite for the box instead and use "set sprite alpha".
