I'm not actually sure if it's even called screen tearing but whatever it is, I've got it. I have no idea to get rid of it. I've tried a few things that I've googled and none have helped.

Anybody know what to do to get rid of it?

It's not even when I play games it's just non stop. No matter what I'm doing I get this annoying crap.

[edit] Apparently screeny doesn't show right.

Ahh hell I knew it wouldn't show. Well let me try and explain what it's doing. I can see a vertical line through every pixel, all the colors are off and they flicker.

Well, what kind of monitor do you have? LCD, Plasma (god forbid), or CRT? If you have a CRT any magnet (speakers, some cell phones, etc...) will make it do that. Otherwise for LCD it could just be broken, or you may nor have the video cable plugged in all the way, or the cable itself could be broken. Plasma is just well...plasma.

However, seeing as we cant see it when you take a screen capture my bet would be on the monitor itself, be it cable or not.

I'm not even sure what it kind it is lol. If I was to guess I would guess CRD because I just don't think it's the either of the other two. I took a picture of my background. It's one of the default pictures XP comes with so you guys should probably know what it is supposed to look like.

I tried the cables they are all in as best they can be.

It's just a picture of the bushy part of the trees so you can really see what is wrong with it.

Well a CRT* (Sorry, not CRD) is the big monitor, that has a large back for the CRD tube to fit in.

It's not a laptop. It's just a fairly low end monitor and a fairly low end computer lol.

If your monitor has an on screen display (OSD) menu, try resetting everything to their defaults. I have never seen this happen before so this is just a guess.

Screen tearing is normal on some setups (mine included). Most games have a Vertical Sync option that will get rid of the problem. You'll need a fast CPU and graphics card.

Well I don't have a fast CPU lol. I think it's just about time I get a new computer. If I can just sell my damn WoW character so I can put a down payment down lol.

You should also make sure that your video card is properly seated - just take it out and push it back in place again.

Tearing usually occurs when the game tries to update the screen too often or at the wrong time, causing the current frame to be "torn" halfway through it being shown and the rest of the display to show the next frame. V-sync, which should really be on by default in my opinion, fixes this by synchronising the game to the monitor and ensuring that a new frame is only created when it is needed.

It's not when I play games though. It's being like this ALL the time. I will have nothing open and the screen will be all messed up. Of course it does it when I have games open but still nothing could be open and it will tear.

This isn't screen tearing. I don't know what this is, but to me it looks like faulty hardware or something.

I wasn't sure if it was screen tearing or not but it's bad whatever it is.
