if i am making a graphic that is not going to be used as a texture do i have to use the 256x256 rule so the bitmap will not be distorted?

I think it won't...What are you going to use it for?

Why would it have to be 256*256? For textures, you want a square power of 2 image, large enough to show detail, but not too large to not be supported by certain graphic cards. Other images can be any size you want.

I think that computers still round graphics down to 16*16. If you want to be economical, use numbers that divide by 16. It means that what you see on the screen will run at its maximum speed all the time, where as 1 pixel runs at the same speed as 16*16 pixels.
