How would i make a dust affect like whebn something starts to hover?

i know of 2 ways... you can either have a dust particles which go along the ground from the axis XZ of the hover thingie

or you can make a cylinder without a top&bottom which is turned inside out and slightly larger on the top, put a greyscale shockwave tex on it and then just scale it out again along the XZ... fading it as you get further out.

What do you mean inside out because when I do invert, it looks the same
