I came up with this whole thing while watching Batman Begins.
Officer James McPhee is sitting at an NYPD meeting, listening to Commissioner Johnson's speech. He is proposing that the NYPD go to the offensive against the crime in the city: jail them before they attack. McPhee doesn't find anything wrong with it until, He begins to question the funding of it. McPhee digs deeper into it until he finds what he wants. All of the biggest crime organizations in the city are providing the funds as a bribe to Commissioner Johnson to never be put in jail. McPhee sets out to dethrone this corrupt leader.
