3 Dimensional Chat / creating city streets

ok, i need to create city streets for a game im working on... but i can't seem to find a way that im comfortable doing it in.
I tried making different tiles i could fit together which have roads and stuff but that failed. Does anyone have any suggestions or ideas?? A good exampe of what im looking to make is GTA 3 but nowhere near as big or detailed.. just buildings and maybe a park

make models of each part and then position them in the right places, gta3 probably used a map editor so they got everything right or just use cubes scaled along the y axis for buildings and a textured plain to make roads.

You know whats weird???

You might wanna talk to Juso about it...he has some screens from a city like your describing in a post and they look really good
