The simple answer:

1. Get modeling software
2. Create models
3. Run them through entity maker/segment maker
4. Put them in your FPSC folders

Unfortunately, it's not that simple. You need to choose a software package that you are comfortable with, and there are plenty of them out there. Sketchup, Blender, Maya, 3ds Max to name a few. Some are free, some are cheap, some are expensive as all Hades. And that doesn't include the learning curve for any of them, or working through any tutorials.

Once you figure out the software package, then you need to spend time creating a model. Tree, house, car, seat, bike, stick - whatever you desire. This entails mesh, texturing, rendering, animating - everything about the model. This isn't easy, but tutorials exist for pretty much everything.

Then you get the fun task of running the model through entity maker or segment maker (which can both be downloaded from the fpsc site). This is a pure trial and error thing, due to how big you want the entity/segment in FPSC.

You might also have to write custom scripts for any animated entities (such as enemies/allies) to handle how they move and interact with the character. Or create custom textures for the model.

The biggest thing here is time - how much of it are you willing to spend doing all of this stuff? I am trying to learn modeling (I'm using Blender), and I'm a programmer by trade. I don't think it's all that hard, but it is time-consuming. Especially when you make a mistake.

Here are some FREE Body Parts at TurboSquid.

The person who posted them ( yat97 ) states: "U can use this to make ur own character. "

Thos body parts might help you get started on your character's mesh.
Although, as Leon already pointed out; there is a lot more to the process than creating the model.

There are alternative ways to create segments.

You can use Firma software to easily create new segment, althought it is limited to segment already existing, so that IMHO is correct to think it as a re-texture tools.

You can start from scratch using a 3d modeling softawre, create your own elements of a segment as .x (directX) file. It is important to texture them to fix UV mapping in the right way. Then you can use the free TGC segment creator software. Quite rude and limited, often you had to adjust result files (.fps) manually using a text editor. This is the hardest way, but also give you much freedom. This is the way I do.

There are also tools to create entity like Entity maker V2.

Both Firma and Entiy maker are free and easy to use.

Animated character models are more complex, and may be is better to start with simpler job.
