FPSC Classic Product Chat / can't build games on versions 112-113, build game upgrade needed?

hi all,
when i tried updating to 112 or 113, buld game text becomes build game upgrade and when i click it it requires me to buy build game upgrade from TGC store which is 20$, why?? is it normal??!!
