What plugin is needed for Photoshop CS4 to edit Models to make them the way I want them to look?

You will need to change the files associated with the specific model you want to change. The files are in DDS format, there is a a plugin for photoshop here

Yes, you can edit their textures in Photoshop - not sure if it can open .dds files, but if not there'll be an plugin for it...
