If you already made the retexture file, in .tga or .dds you have to edit her fpe file, change where it says texture. I would suggest not to overwrite the existing texture, just name it something else, then retexture. You can edit the fpe file with notepad, or you can download here in the forum software to do it.

If you want to permanently do it with notepad, just double click on the .fpe file, then windows will say, Windows can not open this file, a small explanation then will ask what do you want to do?
Use webservice to find a correct program? or
Select a program from a list of installed programs.

pick the second one and a list will appear of the programs in your computer. Select Notepad and the file should open. If notepad is not in the list click where it says " Browse..." then go to Programs\Accesories\Notepad and select it.

I hope this helps.

or you can make your texture and edit the .FPE file

open the FPE file that you want to edit (entitie)
scroll down untill you find the texture and type the full path to the texture, and the texture format, I suggest you stick with .dds
it seems to work the best without FPSc crashing.

its almost to simple
