Do you mean enimies patrolling or people just wandering around that dont have any thing to do in the story

if you want them to to in a specific spot then another use waypoints

if you want them to walk in a random order where ever they want untill they spot you use the roving guard AI i think.

hope i helped (first bit of advice ive given)
