one of my friend told me that FPSC can proccess DB codes, but I can't accept that. is this true ?
I know that FPSC has FPI programming language and I had learnt it So I don't think that FPSC can proccess DB codes !

The life is standby ... So decide for you'r target and then you'll see that you are arrived and get it.

...the only DB codes that could be applied to FPSC would be when modifying the source, and compiling.

The compiled engine itself is not able to do anything with DB code, although calling an external program is possible. Perhaps that's what your friend was referring to...

Yes, Seth Black is correct. FPSC cannot process any sort of DarkBASIC code. In order for it to do that, it would need to somehow compile the code into an understandable format for it to use, which would require a DBP compiler in order to run.

FPSC, as it stands now, uses a parser to process FPI commands, and each FPI command has DBP code behind it that tells the engine what it needs to know in order to use that command.

Well, I could go further in-depth with this, but I'll just sum it up with:
No, FPSC cannot understand DarkBASIC code.
