I am very interested in developing hombrew games for consoles, and am really interested in the possibility of using DB to code it. I know that the language relies heavily on DirectX, so would it be possible to make DB code run on a windows/DX-powered console like the Dreamcast or the Xbox?

If you read the main page for DarkBaisc Pro, it specifically states it will not work on consoles and other non Windows platforms.
