I cant make you a server, nor would you want me to due to my horrible connection rate, but I can suggest, that the person with the best connection goes & takes one computer, & starts a dedicated server, where he doesnt join on that machine, but rather leaves it up 24/7, without any downloads going or anything else going on in the background.
Im actually fixing up my old computer so I can run a dedicated server on it for CS.
Most servers dont give out servers for free, so I cant help you, but if you go to a few CS server sites, which I will post a few links to some pretty decent CS servers for fee's, you should be able to get a good server for pretty cheap.
I think I saw a fairly decent server for about $8 per player (so a 6 player server would be like $45 per month (I think,)) with stats, HLGuard, & a few other server tools (dont know what connection its run on though,) which I will post a link now...

BTW, I didnt know you played CS, I am a clanleader too, we are in CAL, but we are not too good yet, & we have pretty few members, my favorite gun is the M4.
Anyway, like I was saying, if you cant afford a server, go take an older PC (that can run CS & HLDS fairly efficently,) install HLDS to it, get the CS mod on it, get adminmod, statsme, & any other admin tools you may need, a nice connection of about DSL or cable speed, & set up a perminently running server for CS. Just dont allow for many bots, Realbot messes up CS really badly, whenever you try to run HLDS. (note: bots as in AI, not hacks.)
You probably have never heard of my clan, as we arnt around too much, we are clan {IOM} it stands for Imperium of Man, which was formerly {HHQ} or Hunter HQ. We play a lot in RF, but I dont play RF much anymore, ive moved onto CS, & so is much of the clan (whats left of it at least, most have quit.) When HALO PC comes out, we will probably move onto that too.
