Yes. Locate the texture in your files folder of FPSC. It will probably be in texturebank. If not, just check some of the other folders. If it's stock your using then the textures will generally be in DDS format so you'll either need a convertor or something like Gimp 2.0 with a DDS plugin. You can then edit the texture and save it.

I like Paint.NET for editing images.
It is FREE and quite powerful if you add a bunch of the plugins available for it.
Adding kewl effects is as easy as downloading a dll file and putting it in the effects folder.
This modular approach allows you to customize your program with just the features you want.
That is better than some huge program hogging your resources for features you would never use.
