999 won't work because it's easier to "accidentally" dial 999 than 911. And 9 and 1 are in the top left and bottom right of the keypad, so it's easier to find.
That would be my guess anyway.

What if you are trapped so you can only reach the 9 key from where you are, you can't stretch your arm out further to reach the 1 key? And the phone happens to be handily bolted to the wall? I'll stop now.

i've found that TV corrupted me with the bloody number... everytime i was in an emergency in the UK i'd yell "Someone call 911!" too many american shows on SkyOne - however knowing my luck now i'm in the states i'll get into the habit of saying 999 hahaa

in aussie its 666 isn't it? i always thought that was amusing

apparently 000, but 999 is the closest we've got to a cool number. It's 666 upside down. rapscaLLion, I wouldn't dial the wrong number, as I know no numbers that start in "99".
