Rebuild New Orleans as a public project to create temporary jobs.
For more permanent solutions...I propose the FEDs declare eminent domain on all of the privately owned utility companies.
That way our infastructure won't be in the hands of people who might sell it to anyone paying the highest price.
Then instead of giving welfare you give jobs to people to work for the public works.
Whether its teaching, building new roads or schools, or even maintaining the ones we have; the need for more man power is already there.
