Can games where you have to dodge an amazing amount of be made with DBPro? And how many arrays (and how big) would you need to make one?

And when I mean an "amazing" amount, I mean the bullets fill so much of the screen that there's very little room to dodge them.

Well there's the demo with a 1000+ sprites all over the screen. so yes it can.

However I would find a game like that it a bit quick, miss dodging a bullet and its game over.

I'd probably put in a shield with -1 hp so the game would last longer. 1000+ sprites? It's amazing there are people who can actually dodge that...

I'm working on a game at the moment that could easily have a "bullet hell" mode in it. I'm using the GDK for it, so if it works then I will share some of my methods of doing it.
