It's a file format, and yes. Either Winrar (http://rarsoft.com/) or 7zip (http://www.7-zip.org/) will open .rar files.

Winrar pretty much is free. it says it has a limit, but in truth, it will keep going after the trial.

The best free stuff ive found is RAR Extract Frog. You just doubble click the file and it automatically extracts

Just use winrar, for some reason they never bothered to correct the infinite trial.
