You can use any 3D modeling software that supports UV texturing, such as Blender.

It's a little tricky to learn and use, but it's what I use for making/texturing almost all of my objects anymore. It's very powerful, right up there with 3DS Max and Maya. The only major difference is that it's free!

ya i have blender well i really meant that i know how to make the skybox but i want to make a good texture for the sky (i have used gimp it isn't good for sky making) so please give me a texture maker that is FREE,NOT texture maker.

Oh. Well, you can check out CGTextures and see if they have any sky texture you like. They're free and there's hundred to choose from.

or you can try Anim8or and do it there but then you need a uvmapper. am not sure because its loong time a go i have used anim8or but it`s free at www.Anim8or.com
but if you chekk out texture maker3 i have it V3. or some thing and its realy easy and cool to create stunning sky boxes only images thug the only - is that you cant ad or import enny 3d modell to the scenery sadly but the rest of a landskape and sky(day/Night)can be done
