i do belive that efx mod had water effects and thats not out right now, however there are water decals you can get

Wizmod contains water and water physics. You can even have as much water planes as you want and even change the colour,waves,size,bubbles of each one. Best option in my opinion.

I dont think so, although I think you can edit the gravity for the entities. It's possible that you could script the physics.
