Does any one know a program for making sounds or generating voices or changing voices at least?

THat's probably not a good idea, and advertising it on the forums is even less of a good idea . If you really need something for commercial use, there are some links on the site that lead to places you can buy a full licensed version of the software.

Uh oh AT&T Natural Voices license is 1500$,no way im buying that,theres cheaper apps.

FL Studio has a tool which can be used for text to speech.
