That video was made in FPS Creator X10, which supports shaders like this.

They are right, it was in a map TGC made that goes with X10.

Its pretty awesome works great and really looks weird, in a good way.

Because shaders are coded differently for x9 and x10. Thats from one who does not know how to code at all so I might be a little off but I'm pretty sure thats the answer.

Not useful for character models, that's for sure. Looks very weird.
The shader is coded for shader model 4.0. DirectX 9 uses shader model 2 and 3. Besides, I think the shader is also embedded into FPSC X10. Not too sure though.

is coz making shaders anymore? cause we could really use one like this for x9 id definitly use it for characters, it gives them a skin texture

It looks completely different on flat models, like the default floor and wall. What is does is turn the relief map into a sort of wave, moving it up and down. It does give a cool effect, and would be interesting to see something like it in cranox mod.

You would have to recode it to be compatible with x9 and I imagine that it would be a huge task and then it wouldn't look as good as it does in x10. Though then again I don't know how that stuff works.

Actually, now that I think about it...looks like something straight out of the game The Darkness; when you go to hell which is like, WW2 though.
Definitely looks like something you'd find in that place
