What command would i use to attach a plain object with an animated texture to my camera to simulate a weather effect? (sand storm) I have looked and cant seem to find anything related to this. found attach camera to object, but not object to camera.

There's the command "Lock Object On", but I'm not sure how well this would suit the effect you're trying to achieve. There's many other ways to achieve this too, "Lock Object On" being the simplest.

I suggest you have a look at my scrolling textured cylinders method centered at camera position.
Made it for snowing effect.
Hope it may help.
