DOes anyone know where I can find like free rain effects for like, rain falling down? You know, like some kind of precipitation?

I found one at FPS Free I think it was, it didn't work for me but it could work for you. I'm not that certian that it is FPS Free but it is something like that.

problem with rolfys pack is, its a hud, if you look down the snow/rain falls paralell to the ground

Actually the weather huds do not run straight down they are angled so its not so obvious. The snow huds,in particular the blizzard, flurry around and if you look up or down it still has a good effect as can be seen in both the videos myself and nickydude posted, especially since the ground is usually white snow covered, if you look up it does look pretty good too, in fact you couldn't afford the lag that particles would cost you for these heavy snow and sandstorm effects.
For rain or light snow it might be better to use particles but to be honest I haven't tried any mod with these effects so cant say how they compare.
