I messed with it a bit, I do believe it's slightly like anti-aliasing to make the lightmapping shadows softer, and less sharp and jagged. Yet if set to high, they look like blobs.

I suggest keeping it low even if the light quality is very high. Maybe around between 1 to 4-ish

The "lightmapblurmode" is a setting that needs a specific range.

The valid range for this setting is 0-3. 0 being no blurring, and 3 being the highest quality blurring.

setup.ini's commands (well a lot of them) cannot or hardly be found explained. i don't understand since setting these up right seem to be able to do a LOT. they should be in some manual.
*edit* i read all the suported commands&values can be changed through the "build game" settings.
