I need characters for villains and street characters from around the world, especially from the middle east. Men in turbans and women in burkas etc. Any suggestions?

There are no stock or MP characters who wear anything else than military helmets or officer caps. There are also not many clothing textures, that are suitable.

If you want to make a "Terrorist" scenario you'll suffer from a severe lack of the necessary characters. There are also no suitable trucks or cars for a middle-east available

A scenario for fighting a drug baron in his south-american jungle stronghold, guarded with his own militia, would be much easier to do imo.

In case you find my grammar and spelling weird ---> native German speaker ^^

Why dont you learn to model and make some?
If you have money, here's what I reccomend:
1.Fragmotion (for animating\rigging)
2.Milkshape 3d (for modeling/animating,rigging)
3.Adobe Photoshop (for texturing)

For free, you can model in
1. Wings 3d (for modeling)
2. Blender (much harder to learn than wings, but still great apart from the .x exporter)
3. GIMP (for texturing)

I don't know of any characters like the ones you are requesting, but have you already searched for something like that? I'm not to up to date with all of the free stuff floating around here, maybe try that.
