i got the free version of fps creator and model pack 36 how do i make maps and games that are outside

You just don't use enclosed segments Use floor segments for the ground, place buildings, cars, trees, etc, and add your lighting. As long as the player can look up and see the sky and not a ceiling, then he's outside.
