Yesterday I couldnt connect for 2 hours, today, it keeps auto killing me, what gives?

C'mon people, I cant be the only one experiencing this problem. I went to the link it gave me, and it sounds like my ISP has an open proxy server or something that has a worm on it. It always says that I'm connecting on an open/blackhole proxy server. I dont even know what a proxy server is, someone help.
