Woah dude, tbh 20 bucks is way overpriced for this kind of info, I am having to go out right now so cant look at it too closely but pretty sure its just a case of creating a weapon firespot and choosing your decal, I know for sure butterfingers had some success with this sort of thing search for his flamethrower thread and youll get the idea.

What you want to look at is muzzleflash.
You could try downloading EAI's spellkit and equip your character with a weapon from that, replace the hand model with a small invisible tube or whatever, using vanilla fpsc I reckon it would just be a case of changing the decal used to what you want, you must have a firespot on your characters hand of course, which is ok if your fine using one of the existing muzzleflashes, otherwise I think you may have to overwrite one of the decals used by fpsc. If you want to simply override these decals you can use Project blue UM.
If your looking for an object which moves towards you, change the flak, I dont know if a decal can be used in this way but you might get by with a semi transparent textured plane which you can set to rotate as it moves towards the player, also (not sure about this one) you might be able to make the flak object deform using bone animation.
