In a level, say you choose run from the police or surrender, and each path takes you to a different level, is this possible? The compiler for the build game levels is 100% linear, how would I go about changing that?

That's a lame password.

build game into seperate level exe's and ,i could be wrong, but couldnt you write a basic program that will run itself when you complete the first level exe and then depending on certain conditions choose which exe to run next?

Or you could get a mod which has a "Gotolevel=x" and make all the maps in what ever order you will except the first one needs to be the base of starting input. Its plausible.
