Why do you need that?
There's plenty of lightweight midi editors for free download. I doubt that online music making, especially of higher quality, would work out, what with the tremendous amounts of processing needed on the servers (by multiple users using the service at once) and to stream over the audio to the user.

Well, to promote a Dark Basic program, we have the recent Qmidi Studio. Others than that, just google for "(free) midi editor" and you'll most likely have a bunch of results.

Just released an update for the midi export on Qmidi Studio.

http://www.audiotool.com is a cool flash tool for exactly that.

Another one is a facebook app called WaterAid Mixology.

It's not as full featured as AudioTool, but hey I made some samples on it, so I figured might as well plug it.

Check out this WIP flash game from the Global Game Jam!

Maybe you should try a lightweight DAW like Reaper, it has advanced midi functions and supports VSTI and rewire plug-ins.
