If i was you i would not go into to this at your stage in learning.

But i will still help:

1. Get a 3D modeling program (Such as Blender or AC3D)
2. Model your character.
3. UV map your character (I don't even know how to do this one)
4. Get a animation maker (like character shop)
5. Animate your character.
6. I think you are all done

A quick explanation of a character for you: I look at the game characters in FPSCreator as a giant flip book. Every motion the character will ever make is in that flip book. So, for example let's say you want him to reload, you look through your flip book find what pages the reload animation is on and flip only those pages for people to see. Now repeat for the rest of the game.

If you want to get something of your own rolling to keep your interest in learning the software (and get some good UV practice), I would try a re-texture first - see below

1. copy a model and it's texture from the entity bank folder (so you don't screw up the original. Try to pick one similar to the look your going for.

2. use gimp or photo shop or other graphics program to open the texture (.dds, .tga, etc) and take your own images and scale and place them over the original images.

3. "flatten" the image and save.

4. replace them back into the folder with a new name.

You shouldn't totally claim credit for making the character as you did not do the model, but, This will at least get something of your own look and some practice at seeing how a UV map works.

also go to fpscreator.com and read through the files section and get the file that tells you the animation frames and explanations.

Then read through these forums for the official fpsc guide. Very helpful. last thing i guess would be read, read, read, and read.
