when i look at my plain from a certain angle, its pure light blue
at another angle, i see the texture fine
it is a plain 15000 by 15000, used for my ocean, it has scrolling water texture and is ghosted. there is another plain below that, same size, scrolling texture in X direction instead of Y direction this time.
how can i make it so i see the texture at all angles?

It's most probably lighting affecting the plain, so SET OBJECT LIGHT Obj,0 or SET OBJECT LIGHT Obj,1 will disable the lighting - can't remember which flag to use to disable, so try them both.

This sounds more like the SET OBJECT EMISSIVE or SET OBJECT DIFFUSE is set incorrectly. Depending on the incidence of the light angle, the texture will be un-illumintaed at a certain angle, but the emmisive colour will show through. Try altering the object appearance properties using the two commands to see if it helps.
